What we see is a government-owned public media service provider with deep-rooted management issues that can only be fixed by starting with a corporate cultural change. The RTHK employees are clever enough to get away with their problems by making accusations that they have become the victims of political persecutions whenever they are urged to effect a change.  In some ways, I believe the government has allowed the bureaucratic administration to remain status quo for the time being so as to demonstrate that there is a freedom of speech in HKSAR. In face of this political agenda, we just have to tolerate.
