| Message from Professor Xiang Zhang, President and Vice-Chancellor Dear Colleagues, Students and Alumni, Appointment of Vice-President & Pro-Vice-Chancellors and Faculty Dean I have much pleasure in announcing the appointments of two Vice President & Pro-Vice-Chancellors and the next Dean of Law as approved by the University Council today. The appointments are results of worldwide searches assisted by international executive search firms. Professor Max SHEN appointed as the Vice-President and Pro-Vice-Chancellor for Research (“VP (Research)”)Professor Max Shen is currently Chancellor's Professor and Chair of the Department of Industrial Engineering and Operations Research and Professor of the Department of Civil and Environmental Engineering at the University of California, Berkeley, USA. He is also a Center Director at the Tsinghua-Berkeley Institute in Shenzhen and Honorary Professor and Department Chair of Industrial Engineering at Tsinghua University, China. Professor Shen obtained his PhD from Northwestern University, USA in 2000, started his academic career as Assistant Professor at the University of Florida in the same year, and joined UC Berkeley in 2004 where he rose through the academic ranks to his present position. Internationally recognized as a top scholar in his field, Professor Shen is a Fellow of the Institute for Operations Research and the Management Sciences (INFORMS), the President-Elect of the Production and Operations Management (POM) Society, and the past President of the Society of Locational Analysis of the INFORMS. With research interests in the areas of logistics and supply chain management, data-driven decision making and system optimization, Professor Shen's research programs cut through businesses, energy systems, transportation systems, smart city, healthcare management, and environmental protection. He has been a Chief Scientist at Alibaba and JD.com. He has a strong track record of having successfully raised major research grants from government agencies and private companies. PhD students he graduated now hold positions in top universities in North America, Europe and China including MIT, Oxford, etc. as well as leading technological companies including Google, Facebook, Amazon etc. Professor Shen is active in international academic collaborations. He was one of the key persons who helped set up the Tsinghua-Berkeley Institute in Shenzhen, a joint research and education partnership between Tsinghua University and UC Berkeley. In Hong Kong, his academic connections include holding distinguished visiting chair professorship and serving as external examiner/reviewer at various Hong Kong universities. As VP (Research), Professor Shen will help to expand the research enterprise of HKU and to strategically grasp the vibrant opportunities brought about by the thriving research environment in Hong Kong, the development of the Greater Bay Area in China, and the entrepreneurial globe. He will be concurrently appointed as Chair Professor jointly in the Faculty of Engineering (Industrial and Manufacturing Systems Engineering) and the Faculty of Business and Economics. Professor Shen will take up the appointment tentatively from 1 January 2021, for a term of five years. Appointment of Professor Peng GONG as the Vice-President and Pro-Vice-Chancellor (Academic Development) (“VP Academic Development”) Professor Peng Gong is currently Professor and Dean of the Faculty of Science at Tsinghua University, China. Professor Gong obtained his PhD from the University of Waterloo, Canada in 1990. He started his academic career at York University and then the University of Calgary. In 1994, he joined the University of California, Berkeley where he rose through the academic ranks to full Professor in 2001. From 2009, he helped Tsinghua University to re-establish Earth Science and became the founding Chair of its Department of Earth System Science in 2016. Professor Gong is an elected Foreign Member of the Academy of Europe (Academia Europaea). Known internationally, he was the Founding Editor-in-Chief of Geographic Information Sciences (now Annals of GIS). He has been appointed as one of the 13 advisers to Future Earth, an organization sponsored by ICSU (International Council for Science), UNEP (United Nations Environment Programme) and UNESCO (United Nations Educational, Scientific and Cultural Organisation), one of the 19 members of the Earth Commission, a group of leading scientists in the world to develop scientific strategies in support of the achievement of sustainable development goals, and one of the 3 co-chairs of the Lancet Climate Change and Health Commission and Countdown 2030. Professor Gong's major research interests include urban remote sensing, global land cover mapping, mapping and monitoring of global environmental change, and modelling of environmentally related infectious diseases. An inter-disciplinary researcher and an institution- builder, Professor Gong has a successful record of recruitment, innovative organization and motivation of large teams of cross-disciplinary talents. He was a co-founder and second director of the Center for Assessment and Monitoring of Forest and Environmental Resources at UC Berkeley. He built the first Earth System Science Institute in China at Nanjing University, the State Key Laboratory of Remote Sensing Science, the Center for Earth System Science at Tsinghua which was later turned into a Department, and the Tsinghua Urban Institute, a high level think tank comprising scholars across social science, public administration, economics and management, and engineering and science. In 2020, he led an expert preparation group in establishing the Vanke School of Public Health at Tsinghua. More than 30 PhD students and post docs he graduated/supervised now hold academic positions in major American and Chinese universities including UC Berkeley, UCLA, University of Illinois at Urbana-Champaign, Tsinghua University, etc. As VP Academic Development, Professor Gong will be in charge of the University's strategies in recruiting and retaining a world-class and diverse faculty, facilitating a culture of academic excellence, and enabling faculty success at every stage of their career. He will concurrently be appointed as Chair Professor jointly in the Faculty of Social Sciences (Geography) and the Faculty of Science (Earth Sciences). Appointment of Professor Hualing FU as the Dean of Law Professor Hualing Fu is no stranger to the University. He is currently Professor and Warren Chan Professor in Human Rights and Responsibilities in the Department of Law and currently Interim Dean of the Faculty of Law since July 1, 2019. Professor Fu received a Doctor of Jurisprudence degree in 1993 from Osgoode Hall Law School of York University, Canada. He joined HKU in 1997 and became full Professor in 2008. He was Head of the Department of Law from 2008 to 2010 and Associate Dean of the Faculty of Law from 2014 to 2019. Professor Fu is a highly accomplished scholar whose research is in the areas of socio-legal studies, Chinese and Asian laws and comparative laws. He is the Co-editor of the Routledge Rule of Law in China and Comparative Perspectives Series and has widely published in Hong Kong and international journals, including The China Quarterly, The China Journal and Journal of Contemporary China. Professor Fu has taken up various administrative responsibilities over the years, possesses in-depth knowledge about the Faculty, and is a proven communicative leader who has earned the respect of his colleagues. | Message from Professor Xiang Zhang, President and Vice-Chancellor Dear Colleagues, Students and Alumni, Appointment of Two Vice-Presidents The University of Hong Kong is committed to attracting outstanding academic talents from around the world. Facing fierce competition from the world's top universities, we recruit talented individuals based on their own merits, irrespective of race, nationality, gender, place of origin, political orientation or religious belief. You may be aware the University Council has just resolved to appoint two Vice-Presidents, Professor Max Shen of UC Berkeley as VP Research and Professor Peng Gong of Tsinghua University as VP Academic Development. They are both world-class scholars and institutional leaders. During the last few days, unfortunately, a leakage of information of the selection process has given rise to a series of controversies (and speculations) in the local media. The leakage-caused rumors and anxiety not only have caused confusion in Hong Kong society, but also caused pain to the candidates and their families. I am sure you would agree that we have a moral and legal duty to keep the candidates' information confidential during the selection process. The leakage of personal information of a candidate would inevitably not only injure the reputation of our University, but also affect our future recruitment of talents to Hong Kong. In the light of the recent news reports and related controversies, I am obliged to give you the relevant information so you could have a better understanding of the facts related to the key issues (my apologies for not being able to give you such information earlier as I am bound by the same confidentiality code before Council's decision). There are some news reports on the background of Professor Max Shen. Professor Shen has written to the Council and issued a public statement in response to the news reports and related rumors. I have attached to this email his statement and also the response from his current employer, University of California at Berkeley, to the inquiries of the Hong Kong media. There were other news reports citing an online anonymous accusation against Professor Peng Gong. Professor Gong has issued a statement to the respective media which is attached here for your reference. I have also attached messages from two prominent professors who are familiar with the incident as testimonies. Regarding the selection process, the University has stringent rules to prevent conflict of interest. Although Professor Shen, Professor Gong and I have all taught at Berkeley, our academic disciplines are different, and save for bumping into one another a few times at campus events, we have not had any other contact, whether in a personal or work capacity. As Chairman of the Selection Committee, I have taken all necessary steps to avoid all potential conflicts. I am grateful to other committee members for giving me the great support. As Interim Provost and Deputy Vice-Chancellor, it is Professor Richard Wong's role and duty to be involved in the selection of senior management team members. I wish to point out that this is not the first time Professor Wong had taken up the Provost post. He was selected for the Provost post by the Search Committee in 2004 and served for six years. As you may know, our search committees include many colleagues with international academic standing, as well as a member from the Council and a student representative. I would like to thank all of them here for their contributions and support in the long selection process. As the leader of the University, I keep reminding myself that I am accountable to both the members of the HKU family as well as Hong Kong at large. I am willing to listen to different views and comments. But I also hope all of our discussions could be based on facts, not just speculations. Let's work together to bring HKU to a higher level.
