議會選舉制度，有一種叫the first past the post ｛大約三分之一國家實行｝：【參考https://en.wikipedia.org/wiki/First-past-the-post_voting】
“A first-past-the-post (FPTP) electoral system is one in which voters indicate on a ballot the candidate of their choice, and the candidate who receives the most votes wins. This is sometimes described as winner takes all. First-past-the-post voting is a plurality voting method. FPTP is a common, but not universal, feature of electoral systems with single-member electoral divisions, and is practiced in close to one third of countries”

這就是當年香港討論政治改革的時候，提出的“單議席單票”制度。
