人口數量減少 and 死亡 aren't the same thing. Reduced birth rate and level or immigration, or increased death rate and level of emigration, can all result in total population reduction. The original research (link: https://www.escoe.ac.uk/estimating-the-uk-population-during-the-pandemic/ ) indicates that the the reduced level of immigration is the major factor.
