Since 1997, NDI has worked with Hong Kong academic institutions, political parties, and civil society groups from across the political spectrum to advance nonpartisan research, education, and dialogue supporting inclusive and responsive governance.
The Institute has provided forums for women, youth, and ethnic minorities to constructively participate in policy-making and elevate their voices and priorities. Additionally, NDI has conducted a series of missions to look into the development of Hong Kong’s constitutional and electoral framework, the enforcement of the rule of law and civil liberties, and prospects for Hong Kong’s democratization. The Institute has published a series of reports based on these assessments, entitled The Promise of Democratization in Hong Kong, the latest of which was released in September 2016.

上一篇我們提到美國國際民主研究院(NDI)資助、港大法學院轄下比較法及公法研究中心(CCPL)的「港人講普選」項目,有一位名為Gardenia Kwok的研究助理發表FB帖子,引來公民黨外藉黨員Jennifer Anne Eagleton留言。
這篇我們進一步探討,究竟這個Jennifer Anne Eagleton是何方神聖?
深究Jennifer Anne Eagleton、公民黨、NDI、佔中、香港政治間的關係,可以追溯到2010年,已經出現一些蛛絲馬跡。
2010年11月27日,美國NDI與港大法學院CCPL合辦香港政改研討會(有關合作關係可上溯至2004年) ,Jennifer Anne Eagleton便有份參加,見下圖:
後來NDI與港大法學院CCPL推動「港人講普選」項目,Jennifer Anne Eagleton加入成為顧問。
到了2014年2月,這位Jennifer Anne Eagleton又「戴上另一頂帽」,以「香港民主促進會委員」的身份粉墨登場,為「港人講普選」拍攝短片:
似乎,這位公民黨員真的很關心香港政改。問題是,香港政改又關美國政府資金的NDI咩事呢?
來到2014年9月5日佔中前夕,Jennifer Anne Eagleton更以公民黨名義邀請後來佔中的學生領袖到立法會大樓會面,與會者包括前美國領事館官員Elizabeth Bosher、梁麗幗、周庭、朱凱迪。
Conspiracy between pan-democratic legislators and the NDI to trigger the 2010 de-facto ‘referendum’
On 15 November 2009 a conspiracytook place between pan-democrat legislators and the National DemocraticInstitute (NDI) in Hong Kong to discuss plans to trigger the de-facto ‘referendum’in January 2010. Background
In November 2009, the HongKong Government released a consultation document on the new electoralarrangements for the chief executive poll and the legislative elections in2012, mainly dealing with the expansion of the Election Committee membership.
It also sought toincrease the number of seats in the legislature from 60 to 70, and to allow alldistrict council seats in the legislature to be filled by elected district councilorsin 2012.
This was widelyopposed by the pan-democrats, so on 15 November 2009 Civic Act Up arranged a meetingon Direct Democracy and CivilReferendum, at which plans for triggering the de-facto referendum” werediscussed.
As a result of thesediscussions, and on 26 January 2010, Albert Chan, Alan Leong, Tanya Chan,"Longhair" Leung Kwok-hung and Wong Yuk-man resigned their LegCoseats, to trigger by-elections which they claimed was a de-facto ‘referendum’on universal suffrage. The evidence

The conspiracy wascompleted when five Hong Kong legislators (from left to right) Albert Chan (Leagueof Social Democrats), Alan Leong (Civic Party), Tanya Chan (Civic Party), LeungKwok-hung (League of Social Democrats) and Wong Yuk-man (League of SocialDemocrats ) signed the resignation letter outside the Legislative Council on 26January 2010 to trigger the de-facto ‘referendum'.

美英等西方外部勢力為什麼要策動這場港版「顏色革命」,據外國地緣政治智庫Land Destroyer研究員兼作家Tony Cartalucci文章透露,目的是「要離間香港和北京(中央),並以香港作為破壞中國穩定的跳板。」 Tony Cartalucci更指出,美國一直利用其由國會撥款資助的「國家民主基金會」(NED)及其附屬的「國際民主研究院」(NDI)等財政、政治和媒體網絡,在幕後策動和支援「佔中」。
學術機構掩飾 招攬心腹幹將
美國著名政治家 William Engdal指出,NED是「中情局分店」,「以往中情局礙於政府機關的身份而要秘密進行的勾當,現在NED可明刀明槍地去做了」。曾在裡根時代任職美國國防部、現轉任該部顧問的白邦瑞,日前在接受傳媒訪問中也證實,華府一直通過NED提供數以百萬美元計的資金,資助香港「民主」活動。
前保安局局長李少光早前指出,在港為美國工作的人數過千,當中包括情報工作。據瞭解,美國勢力在港主要是通過以下兩個機構,以學術交流名義,向香港灌輸美式的思想價值體系和從事物色代理人等多方面事務。一是香港中文大學的「香港美國中心」(The Hong Kong-America Center), 該中心壟斷香港八間大學的通識教學教材,中心主任侯儒楷是原美國情報部門資深人員,從未有任何學術界資歷。據香港基本法委員會委員劉迺強透露:「港美中心最近其中一個活動,就是教學生點樣去示威遊行。」而侯儒楷是現任美國駐港總領事夏千福的「老上司」,「來頭仲猛過夏千福。」

美國前高官、現任國防部顧問白邦瑞(Michael Pillsbury)兩年前接受訪問的短片,白邦瑞親口承認美國政府當年有份介入“占中”行動,又指美國政府有份透過“美國國家民主基金會”(National Endowment for Democracy, NED)提供過數以百萬計的資金,協助香港推動“民主”。這番言論引起社會憤怒。有政界人士表明,美國介入香港事務影響深遠,荼毒香港青年,當下“港獨”勢力抬頭,有候任議員侮辱國家,不認祖宗,必須要嚴懲。亦有人呼籲年輕人不要成為外國勢力反華的棋子。
